Do see that there are a lot of support threads and that sync has been disabled in most recent release so perhaps this issue is related to that one but just opening ticket here so hopefully it can be resolved as doubt this Win10 machine is the only one impacted. Just started using Brave yesterday and as a browser it seems great, if could get the BAT side of it working too that would be ideal.

Maybe you just have disabled background apps. On Windows 10 1809, Info Center icon may show you have new notifications, but they are never displayed.
